FPP relies on Grid Infrastructure (Clusterware, ASM, ACFS, NFS, GNS, SCAN) for the FPP Server (although deployment targets do not need GI).
Remote provisioning requires Lifecycle Management Pack. If Oracle Homes are deployed on the same cluster that hosts the FPP Server (i.e. you are using Oracle Clusterware and RAC), the product can be used at no extra cost. But if you have multiple clusters, or standalone servers, then you need the Lifecycle Management Pack. "You are licensed to use this product if your targets have RAC or RAC One licenses or licensed the Enterprise Manager Database Lifecycle Management (DBLM) Pack for single-instance databases."(1)
